Agency Charging a Percentage of Your Ad Spend? Here's What It Costs You
Daniel Huber, MBAFounder of Plaith

Percentage surcharges seem harmless because they sound small. But they grow with your success: the more budget you spend, the more you pay, even if the agency's workload barely increases. Below you'll see what surcharges amount to at different budgets and how they add up over two years.
Percentage of Ad Spend: The Models Agencies Use
In practice, you'll come across three variants:
- A fixed percentage on the entire budget, for example 5%.
- A percentage only above a threshold, for example 10% on the portion above €1,000 per month.
- Tiered rates that drop as the budget grows.
For Germany, the expert report documents three packages at 5% and one package at 10% above €1,000. Among US providers in the sample, there are also rates of 15% of the ad budget. The expert report itself doesn't include surcharges in its benchmark, because they depend on each client's budget.
Plaith Has a Budget Fee Too
A comparison is only fair if it shows both sides. Plaith doesn't charge an agency retainer plus surcharge. But there is a tiered budget fee: 10% on the first €2,000 per month, 8% on the portion up to €5,000, 6% above that. It also applies to Booster credit that's used. The table compares it with the average surcharge in the sample:
| Ad budget per month | Plaith budget fee | as % of budget | Average percentage surcharge (sample) | as % of budget |
|---|---|---|---|---|
| €1,000 | €100 | 10.0% | €37.50 | 3.8% |
| €1,500 | €150 | 10.0% | €68.75 | 4.6% |
| €2,000 | €200 | 10.0% | €100 | 5.0% |
| €3,000 | €280 | 9.3% | €162.50 | 5.4% |
| €5,000 | €440 | 8.8% | €287.50 | 5.8% |
| €10,000 | €740 | 7.4% | €600 | 6.0% |
| €25,000 | €1,640 | 6.6% | €1,537.50 | 6.2% |
Important for your comparison: at small and mid-size budgets, the Plaith fee is higher than the agencies' average surcharge. The difference lies in the retainer. Plaith's Growth package costs €1,499 per month including up to 12 videos, while the benchmark for management plus 12 videos is €3,485.39. If you add both together, it looks like this:
| Package and ad budget per month | Plaith: package + budget fee | Classic without surcharges | Classic with average surcharge | Difference per month |
|---|---|---|---|---|
| Start, €1,500 | €949 | €1,885.96 | €1,954.71 | €1,005.71 |
| Growth, €3,000 | €1,779 | €3,485.39 | €3,647.89 | €1,868.89 |
| Growth, €5,000 | €1,939 | €3,485.39 | €3,772.89 | €1,833.89 |
| Scale, €10,000 | €5,739 | €9,083.40 | €9,683.40 | €3,944.40 |
| Scale, €25,000 | €6,639 | €9,083.40 | €10,620.90 | €3,981.90 |
What Surcharges Add Up to over the Term
Per month, it's often just a few hundred euros. Over 24 months and with a large budget, that becomes five-figure amounts. We show this with three scenarios. Each table puts our main comparison (same total spend, without surcharges) next to the same calculation with surcharges.
How We Run the Comparison
Both sides invest exactly the same total spend. On the Plaith side, it consists of your own ad budget, the setup fee, the package price, the budget fee and, if selected, the Booster. On the classic side, we subtract the cost of management and videos from the same amount. The basis is the benchmark from the expert report (Start €1,885.96, Growth €3,485.39, Scale €9,083.40 per month). The rest goes into ads. We don't include an agency setup fee there. Agency surcharges on the ad budget (for example 5% on everything or 10% on the portion above €1,000 per month, expert report section 4.1) are deliberately not included, so Plaith's lead is, if anything, larger.
S3: Growth, €3,000 Budget, €10,000 Booster, 24 Months, ROAS 5
| Classic model, S3 | Ad budget | Service provider costs | Total spend | Revenue | What you keep |
|---|---|---|---|---|---|
| Plaith (for comparison) | €96,000 | €56,115 | €128,115 | €480,000 | €351,885 |
| C: same total spend (main comparison) | €44,465.64 | €83,649.36 | €128,115 | €222,328.20 | €94,213.20 |
| C with percentage surcharges | €42,414.72 | €85,700.28 | €128,115 | €212,073.60 | €83,958.60 |
| A: same budget, one-time amount 1:1 into ads | €82,000 | €83,649.36 | €165,649.36 | €410,000 | €244,350.64 |
| B: like A plus percentage surcharges | €82,000 | €88,174.36 | €170,174.36 | €410,000 | €239,825.64 |
With surcharges, an extra €2,050.92 goes to the agency at the same spend. Correspondingly less goes into ads, and "What you keep" drops from €94,213.20 to €83,958.60. Plaith's lead thus grows from €257,671.80 to €267,926.40. That's exactly why the main comparison notes that, without surcharges, it is calculated rather in favor of the classic model.
S7: Scale, €25,000 Budget, €25,000 Booster, 24 Months, ROAS 4
| Classic model, S7 | Ad budget | Service provider costs | Total spend | Revenue | What you keep |
|---|---|---|---|---|---|
| Plaith (for comparison) | €660,000 | €189,435 | €789,435 | €2,640,000 | €1,850,565 |
| C: same total spend (main comparison) | €571,433.40 | €218,001.60 | €789,435 | €2,285,733.60 | €1,496,298.60 |
| C with percentage surcharges | €538,384.37 | €251,050.63 | €789,435 | €2,153,537.48 | €1,364,102.48 |
| A: same budget, one-time amount 1:1 into ads | €625,000 | €218,001.60 | €843,001.60 | €2,500,000 | €1,656,998.40 |
| B: like A plus percentage surcharges | €625,000 | €256,464.10 | €881,464.10 | €2,500,000 | €1,618,535.90 |
Here the effect gets big. At the same spend, the surcharges cost €33,049.03. "What you keep" in the classic model drops from €1,496,298.60 to €1,364,102.48. Plaith's lead rises from €354,266.40 to €486,462.52.
S6: Scale, €10,000 Budget, No Booster, 12 Months, ROAS 3
| Classic model, S6 | Ad budget | Service provider costs | Total spend | Revenue | What you keep |
|---|---|---|---|---|---|
| Plaith (for comparison) | €120,000 | €70,367 | €190,367 | €360,000 | €169,633 |
| C: same total spend (main comparison) | €81,366.20 | €109,000.80 | €190,367 | €244,098.60 | €53,731.60 |
| C with percentage surcharges | €76,862.30 | €113,504.70 | €190,367 | €230,586.90 | €40,219.90 |
| A: same budget, one-time amount 1:1 into ads | €120,000 | €109,000.80 | €229,000.80 | €360,000 | €130,999.20 |
| B: like A plus percentage surcharges | €120,000 | €116,200.80 | €236,200.80 | €360,000 | €123,799.20 |
Even in twelve months, surcharges add up to €4,503.90.
How to Read Rows A and B
Rows A and B calculate differently: there, the classic side has the same own budget as Plaith and puts the Booster amount into ads 1:1. That makes the classic total spend higher. Our articles use the same total spend (row C), because that way you see what becomes of the same money.
Why Percentage Models Can Create the Wrong Incentives
A surcharge on the budget rewards the agency for higher spending, not for better results. That doesn't mean your agency takes advantage of it. But it does mean you should look more closely at budget recommendations. Ask yourself: Would the agency make the same recommendation if it didn't earn anything from it?
With a fixed retainer, it's different, but you carry the risk that the full retainer applies even on a small budget. No model is perfect. What matters is that you add up all costs.
How to Negotiate Percentage Surcharges
- Ask whether the surcharge can be capped at a fixed maximum amount per month.
- Ask whether the rate drops above a certain budget tier.
- Have them show you what additional service you get when the budget increases.
- Always compare proposals with all costs over the same term.
What You Gain When Your Price Doesn't Quietly Grow with You
As your success grows, you want to spend more budget. But every time you increase it, the agency's bill goes up too, even though their work barely increases.
If you openly factor in surcharges, you know before every increase how much of it actually reaches your ads.
Here's what the open calculation gives you:
- Control as you grow. You see how surcharges grow along with you: an average of €162.50 per month at a €3,000 budget, and already €1,537.50 at €25,000.
- Room to negotiate. With these numbers, you can ask specifically for a flat fee or a tiered structure.
- An honest basis. The Plaith budget fee grows too, tiered at 10, 8 and 6%. So you're comparing totals, not promises.
Our main comparisons leave surcharges out. If you include them, the gap tends to get bigger.
Objections, Answered Honestly
Percentage surcharges have their advocates too. Three objections and what we say about them:
"5% doesn't sound like much."
Per month, it looks small. Over the term, it adds up: in S7, average surcharges cost €33,049.03 at the same spend. So always calculate surcharges over the entire period.
"But Plaith charges a percentage too."
True. The budget fee is tiered at 10, 8 and 6%. At small and mid-size budgets, it's above the average agency surcharge. What matters is the sum of fee and retainer. You'll find the direct comparison in the article Fees on Your Ad Budget.
"A percentage model motivates the agency."
It rewards more budget, not more revenue. Ask what the compensation is tied to. A fixed retainer or clear goals are often easier to check.
Frequently Asked Questions
What percentage of ad spend do agencies charge?
In the expert report's sample, three German packages charge 5% of the ad budget. One package charges 10% on the portion above €1,000 per month. Both come on top of the retainer. This is not a statement about the market.
Are percentage surcharges or flat fees cheaper?
That depends on the budget. With a small budget, the surcharge is small and the retainer weighs more heavily. With a large budget, the surcharge grows along with it. Always add both together.
Does Plaith charge a percentage?
Plaith charges a tiered budget fee of 10, 8 and 6% on monthly ad spend, in addition to the package price. Videos are included in the package.
